    Sanctuary in the Ordinary (SITO) was formed in 1991 as a non profit housing
    ministry to provide low-income rental housing for St. Louis.  
    The Board of SITO decided to focus on rental housing for three
    reasons:

    1. There were plenty of programs that were for low-income
    homeowners.  (Throughout the 1990's local, state, and federal
    housing programs were focusing heavily on making homeowners
    out of renters.)

    2. Rental units were being lost at an alarming rate.  (Throughout
    the 1990's estimates by some organizations were that 2,000 units
    per year were being lost due to redevelopment and/or demolition.)

    3.  Housing experts projected that 40-50% of most urban
    populations would remain renters on a fairly constant basis.

    With the bursting of the so-called "housing bubble" and rising foreclosure rates
    SITO's rental housing ministry will very likely be needed for some time to come.
