    Sanctuary in the Ordinary was incorporated in 1991 by employees and friends of
    Neighborhood Enterprises, a 35-year old Lutheran housing ministry in the city of St.
    Louis.  Its purpose is "providing and advocating for decent, affordable housing for
    all".  It received its 501-c3 status in that same year, and began to purchase
    apartment buildings from its management company, Neighborhood Enterprises, as
    well as other buildings that became available through foreclosure, condemnation,
    city taxes, etc.  

    SITO's primary mission is to provide decent, rental housing.  We concentrate on
    rental housing for three reasons:

  1. A large part of the low-income population are, and will remain, renters not
    home-owners. (In the city of St. Louis, about 50% of the population are renters.)
  2. As neighborhoods redevelop, low-income rental housing is being lost at a rapid
    rate.  (Estimates place the losses of affordable units each year in the city of St.
    Louis at around 2000.)
  3. Other agencies provide home ownership programs for low-income persons
    already.

    SITO receives no government funding and depends upon its friends in the St. Louis
    and Lutheran communities for its support.
